Antonio Riso
Hi, I am Antonio Riso, lawyer at the European central bank.
Antonio Luca Riso the Head of the Horizontal Services Section in the ECB Legal Services, Antonio Riso leads the team in charge of managing the horizontal business processes across the Directorate General and foster the digitalisation of the legal processes. Antonio Luca Riso is also tasked to input in the development of the Legal Services strategy, with a particular focus on developing thought leadership on relevant legal topics, stimulating joint research activities with academia and practitioners, and on fostering the knowledge growth and the knowledge sharing in the Legal Services. Among other things, Antonio Luca Riso is responsible for the organisation of the yearly ECB Legal Conference, for the Legal Research Project. Since January 2016 and until June 2021 Antonio Riso has been a Team Lead in the Supervisory Policy Division , where Antonio Luca Riso mainly dealt with the finalisation of Basel III, regulatory issues connected to the institutional setup of the Banking Union such as the common deposit guarantee scheme (EDIS) and the regulatory treatment of sovereign exposures and the development of a safe asset for the Euro area, Brexit-related topics and the regulation of international banks operating in the EU (IPUs, third country branches, cross-border provision of services). Between 2017 and 2019 Antonio Riso has been seconded to DG-FISMA in the European Commission, where Antonio Luca Riso worked on financial services aspects of Brexit, and in particular on the regulation of issues relating to banking (the inclusion of certain investment firms in the definition of credit institutions), market infrastructures (treatment of third country CCPs, non-cleared derivatives with UK counterparties, derivatives and share trading obligation) and payments (participation to SEPA). Between 2008 and 2016 Antonio Riso worked in several divisions of the ECB Legal Services, where among other things Antonio Luca Riso contributed to the institutional setup of the SSM and acted as an agent of the ECB before the Court of Justice. Prior to 2008 Antonio Riso worked as a lawyer in Italy, and had a short experience in the Italian Antitrust Authority. Antonio Luca Riso graduated in law cum laude from the University of Perugia (Italy) and am a member of the Italian Bar Association. Antonio Riso also hold a PhD in International Law and Economics from the Bocconi University (Milan, Italy) and a LLM in Law and Finance from the Institute for Law and Finance (ILF) of the Goethe University (Frankfurt am Main, Germany).
